House GOP members rolled out a large batch of changes to their American Health Care Act, the bill to repeal and replace Obamacare.
The seven-page manager's amendment adds a number of key provisions to the AHCA designed to shore up support for the bill.
The move comes as House Speaker Paul Ryan, GOP leaders, and President Donald Trump's administration try and lock down the necessary votes for the bill to pass the House.
On the one side, the changes will shorten the timeline for the repeal of certain Obamacare provisions, pleasing conservatives.
Here's a rundown of the key changes:
Move up the date of the Obamacare taxes repeal. Taxes that help fund the credits — on everything to healthcare executives making over $500,000 to tanning beds — would be repealed a year ahead of the current AHCA timeframe, 2017 instead of 2018. This appears to be an appeal to conservative House Republicans who say that the law does not go far enough or quickly enough in its repeal of Obamacare.
Allow states to create work requirements for Medicaid. While 77% of Medicaid beneficiaries are in households with a worker, Republicans have desired a provision that would allow states to mandate non-disabled people would have to be working in order to qualify for Medicaid. Additionally, the new amendment would also increase the federal assistance for any state that institutes a work requirement by 5%.
The only federally mandated exemptions of any Medicaid employment rule are people under age 19, heads of households under 20 who are in school or job training, pregnant women, single parents or caregivers of children under 6 years old. States can, in addition, add their own exemptions
Allow states to shift Medicaid funding to a block grant system. The current AHCA shifts funding for Medicaid expansion to per capita block grants, but the new provision would allow states to shift their funding for Medicaid to a simple block grant.
According to a press release by GOP leaders in charge of the amendment, it will also give the Senate the ability to expand tax credits for older Americans age 50 to 64.
"This change provides the Senate flexibility to potentially enhance the tax credit for those ages 50 to 64 who may need additional assistance," said a press release from the GOP leaders of the Energy & Commerce and Ways & Means committees.
According to the summary of the technical changes of the amendment, the tax credit section of the AHCA would be eliminated "to accommodate the technical restructuring of the new tax credit made as a result of Senate guidance to maintain the privilege of the bill."
At the same time, the amendment would lower the threshold for a tax deduction on medical expenses from the current 10% to 5.8%. The Congressional Budget Office would most likely score this as a savings of $75 billion to $85 billion.
Politico reported earlier on Monday that this relief for older Americans would come in a the form of a $75 billion pool of additional tax credits, but that exact provision does not appear in the actual amendment. According to analysts, however, the savings from the tax exemption could be shifted in the Senate to make this happen, but it is not guaranteed.
The current flat-tax credit structure of the AHCA gives 50 to 59 year olds $3,500 annually to help pay for insurance and people 60 years old and above $4,000 annually. Analysis by health policy experts have shown this would lead to a significant increase in premiums costs compared to the Affordable Care Act's current tax credits.
The moves come as Trump's White House tries to wrangle conservative votes in the House and Ryan tried to convince moderate Republicans to get on board.
Mark Meadows, the head of the conservative House Freedom Caucus, said before the package of changes that he had enough votes to block the law.
The House Rules Committee will consider the AHCA on Wednesday and a full vote on the bill is expected in the House on Thursday.

President Donald Trump reached out to former US Attorney Preet Bharara one day before Attorney General Jeff Sessions asked for Bharara's resignation, along with 45 other US attorneys who had been appointed by President Barack Obama.
The New York Times reported late Saturday night that an aide to President Trump had called Bharara's office on Thursday, but that Bharara had not responded because of protocols "governing a president’s direct contact with federal prosecutors."
Bharara notified Sessions' office of the president's call and then called Trump's aide back to let them know he could not respond because of those protocols. One day later, Bharara was asked to resign. He refused, and was fired on Saturday.
"The President reached out to Preet Bharara on Thursday to thank him for his service and to wish him good luck," a White House official who was not authorized to speak on the record told Business Insider on Sunday.
Matt Miller, a former Justice Department spokesman andtop aide to Attorney General Eric Holder, said that the call "still means the president was either unaware of the prohibitions on contacts between the White House and DOJ officials, or he ignored them, and either is an indictment of [White House Counsel] Don McGahn."
On Thursday, moreover, the day Trump reached out to Bharara, Sessions held a call with all the US attorneys across the country and wished them 'happy hunting' on cases, Miller said, indicating that Trump "had decided to fire all of them on Thursday but hadn't bothered to tell their own attorney general."
The Department of Justice declined to comment.

In his seven years as US Attorney for the Southern District of New York, Bharara earned a reputation as the "sheriff of Wall Street" for his high-profile prosecutions of white-collar crime. Trump Tower, and therefore the Trump Organization, fell within Bharara's jurisdiction of Manhattan.
While it is standard practice for a new administration to ask all US attorneys held over from the previous administration to resign, Bharara, who was appointed by Obama in 2009, had been assured by Trump after he won the election that he would be allowed to stay on as US attorney.
Trump had reportedly asked Bharara to stay as a gesture to Senate Minority Leader Chuck Schumer, a Democrat from New York. Bharara had been Schumer's chief counsel before he was appointed US attorney.
Bharara released a statement on Saturday, first via Twitter and then in an official capacity, clarifying that he had not resigned but was fired.
"Serving my country as U.S. Attorney here for the past seven years will forever be the greatest honor of my professional life, no matter what else I do or how long I live," Bharara said. "One hallmark of justice is absolute independence, and that was my touchstone every day that I served."
One of Uber's biggest assets is about to face a stress test that will expose the extent of the damage the company has suffered after being shaken by a string of scandals.
Uber will distribute annual bonuses to employees next week — a ritual that many people inside and outside the company think could trigger an exodus of employees.
According to sources close to the company, numerous Uber employees have been biding their time in the wake of sexual harassment and other scandals, waiting to collect their bonus before jumping ship.
Despite the scandals, Uber has said that it hasn't seen attrition above normal so far. That could change on bonus day. While it's normal for companies to see some employees depart after bonus time, this year's payout season is being especially closely watched given all that's happened.
"When I was there, I was very proud to work there," says one former Uber employee who remains in contact with colleagues at the company. "No one feels that way now."
Uber declined to comment.
Flight risk
The potential talent drain comes after a blistering few weeks of bad press. In January, over 200,000 customers deleted Uber in one weekend as part of the #DeleteUber movement. Since then, the company has had to launch an internal investigation into its workplace culture after a former engineer published a tell-all blog post about the gender bias and sexual harassment she allegedly endured at the company.
Uber has also been sued by its investor, Google, for allegedly using stolen technology and had details of a program designed to deceive government authorities published in the last two weeks.

CEO and cofounder Travis Kalanick, who has helped Uber become the world's most valuable startup, has also become a magnet for criticism because of the win-at-all-costs culture that many observers say he is responsible for. Earlier this week, Kalanick said he needed leadership help and the company recently retained an executive recruiting firm to find a chief operating officer to work alongside Kalanick.
Whether that will enough to quell the internal discontent remains to be seen. But retaining employees and regaining their trust will be critical if Uber hopes to get past this challenging phase.
Uber employees have come under pressure, even from other programmers and their families, for staying at the company that's launched an investigation into its "toxic culture."
The Financial Times first reported that there's been an uptick in résumés sent from Uber employees to recruiters — including one recruiter receiving more résumés in a week from Uber insiders than this person normally receives in a month. But Uber said at the time that it hasn't been a problem and the company "has not seen attrition rates above normal."
Uber reigns as the most valuable tech startup in the world, with a $69 billion valuation in the private markets and highly-anticipated IPO somewhere down the road, but a stint at Uber is quickly losing its luster among Silicon Valley techies.
The company recently wrapped up its performance reviews of employees. Now, as Uber prepares to reward its stars, it will be the employees who grade the company by staying loyal or moving on.

President Donald Trump's former campaign adviser and longtime confidante Roger Stone said he exchanged private messages with a hacker implicated in a massive cyberattack that targeted the Democratic National Commitee last year.
Stone told Business Insider late Thursday night that he had a private conversation on Twitter with the person, nicknamed "Guccifer 2.0," and that the interaction was so "brief and banal, I had forgotten it."
Guccifer 2.0 has said that they targeted Democrats in the heat of the election last summer. One such cyberattack hit the Democratic Congressional Campaign Committee, leading to the release of email addresses and phone numbers belonging to nearly 200 Democratic congressional members on August 12, The Wall Street Journal reported at the time.
Guccifer 2.0 has denied having any links to Russia. But digital fingerprints were left on the hacks that led the US intelligence community — as well as several private cybersecurity firms — to concluded that the cyberattacks were largely, if not entirely, carried out by two Russian intelligence groups.
Piecing together Guccifer's comments and cyber trails, experts soon began to agree that the self-proclaimed hacker was either a poser or the product of a Russian disinformation campaign. ThreatConnect, a cyber-security firm based in Arlington, Virginia, concluded that Guccifer 2.0 had been using the Russian-based Virtual Private Network service, Elite VPN, to secure their communications.
For his part, Stone cast aside any suggestion that he may have collaborated with the DNC hackers, Russian or not, telling Business Insider that he first noticed on August 14 — after he'd written an article for Breitbart saying he thought Guccifer was "the real deal" — that a Twitter account that apparently belonged to Guccifer had been reinstated after a brief suspension.
Screenshots of Stone's back-and-forth with Guccifer via Twitter direct messaging were first revealed by The Smoking Gun. Stone later shared them with Business Insider.

"Long after Grufficer's [sic] bit part in this drama, I did in fact have a short and innocuous Direct Message Exchange with Gruccifer 2.0," Stone said. He told The Smoking Gun that he thought the messages had been public.
Business Insider cannot independently confirm if Stone's screenshots accurately portrayed the entirety of his conversation with Guccifer. But in what appeared to be the first message in their conversation, Stone said he was “delighted” that Twitter had reinstated Guccifer 2.0’s account.
Stone messaged Guccifer again on August 16 and asked if the alleged hacker could retweet his column about the 2016 presidential election possibly being “rigged.”
“i’m pleased to say that u r great man,” Guccifer 2.0 replied on August 17. “please tell me if i can help u anyhow. it would be a great pleasure to me.”
Stone's tweets in the days after raised questions about whether he knew in advance that emails from Hillary Clinton's campaign chairman, John Podesta, would be imminently published by WikiLeaks.
"Trust me, it will soon the Podesta's time in the barrel. #CrookedHillary," Stone tweeted on August 21.
“Wednesday @HillaryClinton is done," Stone tweeted on October 1. "I have total confidence that @wikileaks and my hero Julian Assange will educate the American people soon#LockHerUp," he tweeted on October 3.
“Payload coming. #Lockthemup," Stone tweeted on October 5. On October 7, shortly after an Access Hollywood video surfaced of Trump making lewd remarks about women, WikiLeaks published the first batch of Podesta emails.

“I think there’s a reasonable belief that Mr. Assange may have passed this information onto Mr. Stone," Podesta told reporters later.
Stone has denied having any direct contact with WikiLeaks, saying that he had been getting his information from a mutual friend he shared with Assange.
He told BI on Thursday that he "had no contacts or communications with the Russian State, Russian Intelligence or anyone fronting for them or acting as intermediaries for them," Stone said. "None. Nada. Zilch. I am not in touch with any Russians. don't have a Russian girlfriend, don't like Russian dressing and have stopped drinking Russian Vodka."
Seventeen US intelligence agencies concluded in January that Russia interfered in the US election — hacking into the DNC and John Podesta's inbox and leaking the stolen documents to WikiLeaks — to undermine Hillary Clinton.
US intelligence agencies and the House and Senate intelligence committees are currently investigating whether the Trump campaign colluded with, or was complicit in, Russia's election-related meddling. They have found no evidence so far that the Trump campaign actively collaborated with Russia to affect the outcome of the election
Russian billionaire Dmitry Rybolovlev "categorically" denied through his adviser on Friday that he had ever met President Donald Trump, amid questions over why Rybolovlev had flown into cities where Trump was campaigning before the November election.
"A number of theories have been circulating about the supposed relationship between Dmitry Rybolovlev and President Donald Trump. None of these theories has any foundation in fact," Rybolovlev's adviser, Sergey Chernitsyn, said in a statement provided to Business Insider.
It was the first time Rybolovlev acknowledged that he was on his jet when it landed in Charlotte, North Carolina, minutes before Trump's plane landed and parked nearby.
Rybolovlev's adviser insisted, however, that the billionaire "never met Mr. Trump personally and has no connection whatsoever to Mr Trump or his team of advisers," Chernitsyn added.
The response was the most expansive — and first official — statement Rybolovlev has givensince photos began circulating on social media in November of his Airbus A319, dubbed M-KATE.
Theories began circulating, too, about why his jet — which spends most of its time flying between major European cities like London, Berlin, and Zurich, with sporadic trips to Los Angeles, Miami, and the Caribbean, according to flight records — flew to Las Vegas, Nevada, and Charlotte, North Carolina, the same days Trump did.
The timing raised questions about whether Rybolovlev met with Trump while their planes were parked at the same time in Las Vegas in late October and then in Charlotte, North Carolina, in early November.

"Particular attention has been focused on a trip made by Mr Rybolovlev to North Carolina," Chernitsyn said. "He was in North Carolina for a business meeting and we can state categorically that he did not have any contact with Mr Trump or any of his advisers at the time he was there.”
Chernitsyn did not mention Rybolovlev's presence in Las Vegas at the same time as Trump, but said that "Mr. Rybolovlev travels frequently to many different destinations, including destinations across the US," Chernitsyn continued. "If Mr Rybolovlev was physically in the same place as Mr Trump at any time, this was pure coincidence."
A White House official called the speculation "ridiculous" and characterized it as akin to a "conspiracy" in an email to Business Insider earlier this week.
"No member of the Trump campaign or Mr. Trump met with Mr. Rybolovlev during the campaign or any other time," said the official, who requested anonymity because the person was not authorized to speak publicly on the matter.
The official continued: "No one was even aware of the plane until receiving a similar email about this yesterday. For a press corps so obsessed with evidence, proof and feigning a general disgust at even the hint of conspiracy, this is pretty rich."
The speculation about possible preelection encounters between Trump and Rybolovlev had also been fueled by the fact that it wouldn't have been their first. Rybolovlev, a multibillionaire who was an early investor in one of the world's most lucrative fertilizer companies, bought a Palm Beach property from Trump for $95 million in 2008, two years after Trump had put it on the market for $125 million (after purchasing it for $41 million in 2004.)
Rybolovlev has never lived in the mansion and has since torn it down, but Chernitsyn said "there is every prospect that this investment will turn out to be profitable."
Both Rybolovlev and Trump have insisted that they never met at any point during the historic transaction.
"The Rybolovlev family trust did acquire a property in Palm Beach from Mr Trump back in 2008, below the asking price, as an investment and following a process of negotiation," Chernitsyn said. "Throughout the process of the trust's purchase, Mr Rybolovlev had no personal contact with Mr Trump."
The adviser did not comment on Rybolevlev's ties to Cyprus Bank, which was majority-owned by Wilbur Ross until this year. Ross bought out the Cypriot bank in 2014 from Russian oligarchs who had been accused of using it to move their money to offshore accounts.
